Planning application submitted for two new dwellings to replace two previously approved Class Q barn conversions in Cornwall utilising the 'fall-back' argument. 


The 'fall-back' argument utilises the already established principle of development in the Class Q prior approval as a lever to seek approval for a new dwelling in the open countryside that might otherwise be contrary to both local and national planning policies, and is a material planning consideration.


As part of the 'fall-back' scheme there must be some form of public  betterment , such as sustainability, ecological impact, highways safety, when compared to the previously approved scheme.
